The correct answer to the question - Which Airlines Fly To Baguio City? - is: there are no airlines providing a scheduled service to Baguio City at the present time.
The main challenge for airlines flying to Baguio City is that the airport sits high in the mountains and is subjected to frequent and sometimes unpredictable cloud cover. Baguio airport does not have landing aids for poor visibility landings and is therefore a visual flight rules ( VFR ) airport only.
Asian Spirit (the previous incarnation of today's Zest Air) used to fly to Baguio when weather permitted but the service stopped when Zest Air took over the reins in 2008. I have also heard the rumour about PAL Express flying to Baguio but I can assure you that, as at this morning, PAL Express themselves have no knowledge of their airplanes flying any route to Baguio City.
If you are interested to fly to Baguio City, rather than take the six to eight hour air conditioned bus journey, then there are a number of charter flights companies, based in Manila, Clark Field and Subic Bay, offering a variety of aircraft capacities, that will fly you to Baguio, weather permitting.
